According to the newspaper (the financial times), Twitter is not convinced the advertising model and there are doubts about whether the current ad network able to guarantee sufficient financial growth of the company is paying Twitter to develop their own ad network.
Thus Twitter will broadcast ads on other websites and new applications on mobile devices and will greatly benefit from some networks for which ads attracted by social networking site recently (MoPub and RTB) on portable devices, whereas Twitter confirmed in a document subscription for entering the stock exchange that it will develop its current activities for MoPub through broadcast advertising through mobile ad exchange network based MoPub.
The fever seems to take advantage of the huge advertising market still infect social networks, not the latest Twitter of course!
